A Study On The Regional Competitiveness Of Productive Service Industry Based On Combination Evaluation Method

With the acceleration of global economic integration and the post-industrial era, information, logistics, finance, insurance, professional services and other producer services industry, gradually become the leading industries in developed countries, gradually become the highlight of economic development in developed countries, and increasingly favorable position in the new round of international division of labor. In 2002, U.S. professional and technical, financial and insurance services exports reached 100 billion U.S. dollars. "World Investment Report 2002," said the OECD countries, the finance, insurance, real estate and business services, professional services and other producer services production exceed 1/3 of GDP. In 2009, the producer services production of U.S. is about 6 trillion dollar, accounting for 70% of services production, more than 48% of GDP. As if, producer services have become a pillar industry in the United States. Therefore, we can see the development of producer services have the new power source of the economic growth in a country.Liaoning province, as the important junction of Northeast Economic Zone and Bohai Economic Zone, as an important connecting bridge of the Eurasian continent, the economy of Liaoning has been the sound and fast development for many years, since the State Council put forward to revive the old industrial of Northeast in September 2003. In 1995, Producer services production of Liaoning was 48.834 billion yuan, accounting for 48.3% of services, accounting for 17.5% of GDP. By 2009, producer services production of Liaoning was 250.54 billion yuan, accounting for 42.5% of services, accounting for 16.5% of GDP, the actual growth rate of producer services is 10.61%, but compared with Shanghai, Beijing, Guangzhou and other international city, compared with the developed countries, the development of Liaoning is still lagging behind. Therefore, Analysis the development of producer services of Liaoning are still important problems and know the position of producer services competitive will be a very important research topic.In this paper, we seek for the concept of the competitiveness of producer services, based on the concept of producer services and the theory of competitiveness; and establish evaluation index system of competitiveness, then use combination Evaluation method to analysis the producer services of Liaoning and use shift share method to analysis the of competitiveness of industry of Liaoning.This paper includes the following four parts:Chapter one, introduction, the theoretical and practical background of this paper were analyzed. And the organization of the whole paper was laid out.Chapter two, state the concept and the related theory of producer services. First, describe the domestic and foreign scholars understanding on the concept of producer services, then discusses the classification of producer services, characteristics and the causes and mechanisms, finally, the literature of producer services competitiveness were sorted and summarized.Chapter three, Analysis the producer services competitiveness of Liaoning, base on three aspects. First, the descriptive statistical method was used to analysis the overall development of producer services of Liaoning from 2000 to 2009. Then, we use the Shift Share method to analysis the industry's competitiveness of Producer Services in Liaoning.Chapter four, build an integrated evaluation index system, use R-type factor analysis method, entropy method, AHP method to analysis producer services competitiveness of Liaoning in 2009, and then use the improved Copeland combination evaluation method to improve the results of a single evaluation method.Chapter five, the conclusion of research, the main conclusions and policy suggestions were given.The independent work and innovation of this article are listed as follow: first, comprehensively analysis the competitiveness of Producer Services in Liaoning. Not only examined the total level of the development of producer services in Liaoning, but also sub-regional, sub-sectors of producer services competitiveness in Liaoning Province were studied. Second, use the improved Copeland combination evaluation method to analysis the competitiveness of producer services in the Liaoning Province, is a major highlight of this article. Because it can avoid the question of single comprehensive evaluation method, it also can improve the result of the traditional comprehensive evaluation method. In addition, we also sort out the evolution of the concept of producer services for nearly 50 years. It makes a good foundation for establishing a more comprehensive and rational index system of producer services competitiveness.The most important conclusions of this paper: First, the regional competitiveness of producer services of Liaoning Province stronger than other area, but the subsystem is not competitive to achieve balanced development; Second, there are difference in the producer services industry of Liaoning Province, of which the real estate industry and transport, transportation, warehousing and telecommunications industry's competitiveness compared to the national average stronger.
