With the development of the Internet, information technology and network technology have been development more mature, it has take great challenges for China's government procurement. The traditional government procurement has low level of information technology, and government procurement process is very cumbersome, reducing the efficiency of government procurement, wasting a lot of resources. As the development of information technology and computer technology, it is an important trend for government procurement to use e-commerce to promote the development of government procurement. At present, although many cities and regions have established the government procurement Web site, because of practical constraints, pasts of government procurement are only to announce the government procurement information. It is hard to achieve the real e-procurement.Nowadays, Government procurement process is generally based on predefined business process design, the government procurement process is not flexible and intelligent, the implementation process is linear, the lack of feedback. The reality of the business is dynamic, changing, and therefore, the current government procurement process is difficult to meet real business requirements. And it is hard to achieve the successful integration of the process from approval to payment and the communication and cooperation among participants.Agent and Multi-Agent Systems have become the powerful techniques for IT industry to solve complex system problems and also achieve a successful application in the software industry. In this paper, based on Agent technology, it is proposed Agent-based e-government procurement process, and it is hope to provide reference for the government procurement process to achieve more intelligent and flexible.First, this paper will analyzes the situation study of government procurement, Agent, Petri nets and finite state machine, and it will point out that the Agent has a reaction, learning, initiative, mobility, adaptability, autonomy, social and other characteristics. Agent technology will be applied to the government procurement process, and it will make the process to achieve more flexible and intelligent. Then, it will introduce the formal representation, and compare the current representation. Then this paper will make the reason why use Petri net and FSM. And it will describe the basic theory of Petri nets and finite state machine. Meanwhile, it also analyzes basic elements of government procurement process and also makes the formalized representation of these elements.It is proposed a method combined Petri nets and finite state machine to present the government procurement process. From a macro point of view, based on Petri nets, it will gave formalized representation for government procurement process from the beginning to the final financial settlement, to give intuitive features, but also it can describe the static characteristics and dynamic flow characteristics. In the microscopic point of view, it will make the introduction of finite state machine theory, and present the concurrent tasks and interaction behavior in detail between Multi-agents. In this paper, it will select key stages-approval stage and evaluation stage of government procurement process to do detailed introduction.Finally, it will conclude remarks and point out that the main task of this article and inadequacies. Then it will make the suggestion to the future research of the government procurement process and the research methods of formalized representation.
