Optimization Research On Result-oriented Government Procurement Mechanism

Our country government procurement system is in advancing the construction of socialist market economy and public fiscal system,which arising under the background of history is an important part of the public financial management,also is the effective way in regulating the economy.The government procurement system plays an important role in such aspects including utilizing the social resources rationally,saving the financial fund efficiently and promoting anti-corruption.However,traditional procurement concept is more focused on the government procurement process,which is so tedious that it not only reduces the procurement efficiency but also cannot guarantee satisfaction with the outcome of purchasing.In other words,the effectiveness of government procurement also can't be measured fully.Thus,this paper thinks what should be transformed in a timely manner is the concept of government procurement and the key emphasis in related work.The government procurement management concept changes from the procurement process oriented to purchase results oriented,which plays an important role in improving the efficiency of procurement and the satisfaction of purchasing results.This paper is to analyze the problems existing in the purchasing taking the problems as the breakthrough point that existing in the government procurement process and the current government procurement bidding process.In addition,the paper puts forward the concrete recommendations from the followed aspects,including the legal system,purchasing process,evaluation mechanism,external supervision.Reengineer the current government procurement process,so as to improve the efficiency of the government procurement work level and the government procurement performance goals.The paper writing structure is divided into five parts:the first part of this article introduces the research background,purpose,method and so on;The second part introduces the basic theory of the government procurement,emphasis on the evolution of the concept in the procurement process.According to our country current government procurement situation the part analyzes the importance of the purchasing concept innovation to our country government procurement work development;The third part analyzes in detail the problems existing in the domestic government procurement mechanism,such as legal system construction,procurement process,performance evaluation as well as external supervision.The fourth part introduces the government procurement work experience in the United States and Britain,and the related enlightenment to our country.The fifth part aimed at providing the specific solutions and policy recommendations about the problems that exist in the current government procurement in our country.
