The huge economic benefit of government procurement market makes foreign side open our government procurement market in a hurry way. One of main purposes of government procurement is to implement one country's industrial policies and realize the economic and social goals. In order to strengthen protection towards domestic enterprises, every country in the world, especially some developed countries all show a distinct attitude to their country's goods in favor of national industry in their government procurement. In the context of economic globalization, the origin of products in a country are rarely completely, the products of a country may be high in the foreign element, determining standards of a country's domestic products makes sense. Meanwhile, China's government procurement market is facing pressure from the international environment, join WTO "Agreement on Government Procurement" is China's commitments when China's entered WTO, so it is need to focus on the issue of China's government procurement, in order to ensure the interests of Chinese enterprises after join the agreement.When it refers to our country, one outstanding issue of government procurement in rules of origin is the deficiency of criterion of Chinese goods and cannot play a corresponding role. This essay aims to propose some advice and suggestions concerning the formulation and implement of criterion of Chinese good's origin, through analyzing the impacts of the rules of origin in the government procurement, taking examples from United States and Japan's experience in government procurement, and combining with our actual situation, the ultimate purpose is to act upon on the strikes and challenges brought by international market and protect the interests of our country's enterprises.Government procurement market attracts more and more attention, and the main purpose of this essay is to research the methods of how to make an effective advantage of the rules of origin and to apply them in the process of striving benefits for enterprises, and how to perfect the standard of "Chinese goods" in government procurement. This essay can be divided into five parts. The first one is the introduction, stating the motives and importance of selecting this research direction, a summary of research results of the application of the rules of origin and government procurement criterion, the content, research methods and innovation points of this essay. The second part applies the revised Dixit—Grossman Model to analysis the rules of origin's protection action and elaborates the necessity of the implement of criterion of Chinese goods and government procurement. In the next section, much emphasis is put on the statement of the criterion of government procurement in America and Japan, and some relative laws. The forth part analyzes several criterions of Chinese goods, products, projects and services'origins in government procurement, with taking examples from international experience and combining China's national conditions. And the last sections are conclusions and suggestions. By making a summary of the whole content, this essay argues that the huge government procurement in China will be the first subject of foreign suppliers competing for. China should attach great importance to the application of the rules of origin and Chinese goods first, facing up with perfecting national laws and regulations and connecting with international world. In our current external trade, export enterprises do not put enough emphasis on the rules of origin and be short of relative knowledge, thus making themselves take a passive approach in the international government procurement. This essay suggests, Chinese government should promote the level of legislation, perfect the criterion of Chinese goods and Chinese goods first system; enterprises should apply the rapier-rules of origin-to safeguard the legitimate interests and rights and to open up government procurement market from home and abroad, importing foreign investments and advanced technologies and pushing forward the development of national industry.The possible innovative points in this essay lie that it utilizes comparative study method in the criterions of national goods in different economic entities'government procurement, proposes suggestions in the respect of government improving the Chinese goods system and enterprises taking advantage of procurement goods system to pursuit interests. And the deficiencies of this essay may rest with the research not being detailed and thorough enough and there exist shortcomings in the research methods.
