Economic globalization and integration of economy knowledge make city playing an increasingly important role in dominant position as a competitive subject; cities compete for resources and markets fiercely; The continuous development of information technology make the city's high-tech competition change, more emphasis on the advantage of dynamic innovation. Accelerated urbanization process, the constant flow of human resources in China have a significant impact on the economy, competition is increasingly becoming the new urban research, the impact of soft elements of competitive investment in human capital will determine the quality and structure of city competitiveness, and thus the point of view to enhance the competitiveness of the city's investment in human capital has been widespread concerned.This study based on the results of domestic and foreign scholars, starting with the theory of human capital investment and urban competitiveness, the performance of the impact is both the pressure and the power. First, investment in human capital optimize the urban capital. Human capital investment is increasing returns to scale, investment in human capital can effectively promote the city's sustainable competition; human capital investment provide new impetus for urban development. Second, The realization of human capital investment needs infrastructure and financial support, expanding of the demand scale can stimulate the development of relevant industries, increasing the value system of the city, uncoordinated development is bound to inhibit the improved of the city competitiveness. Secondly, a clear theory,definitions and characteristics of investment in human capital and city competitiveness.The further use of principal component analysis of Liao ning Province based on the theoretical analysis 14 regional differences in human capital investment and urban competitiveness, first, used 2008 data, from the three dimensions and the five formation channels of human capital investment selected 21 indicators measuring the level of investment in human capital, analyst the differences of human capital investment in Liao ning Province. The results show that investment in human capital of Liaoning Province are non-equilibrium between cities. Secondly, four indicators used to measure the level of city competitiveness, you can see, from the east coast to the inland west ladder down except shenyang. compared to investment in human capital and urban competitiveness ranking score, we can see, the ranked of the city competitiveness and human capital is basically the same, indicating that there is some relationship between them, this paper uses coefficient of regression analysis quantitative measurement the impact of investment in human capital of the city competitiveness, from regression results, from the perspective of enhancing urban competitiveness, investment in human capital plays a positive effect; From the city's competitiveness and the five aspect of human capital investment regression results shows that investment in education play the most significant role in five aspect of human capital investment in the city's competitiveness, and research investment and development investment, health care investment, and labor migration investment is not significant. Considering the four aspects of human capital investment return on investment with a lag, this paper, according to panel data of Liaoning Province, fourteen prefecture-level cities in 1992-2008 years used fixed effects model to discuss the impact of investment in human capital and urban competitiveness. The results show that between urban competitiveness and the five aspect investment in human capital there are long-term equilibrium relationship; between urban competitiveness and human capital investment of education and training, research and development, health care, labor migration, social security there was a significant positive relationship, the increase of the five aspects can significantly improve the city's competitiveness. Finally, give some policy recommendations based on the theoretical analysis.
