The problem of rural-urban disparity is a manifestation of the main contradiction in Chinese society.In view of this,the government has put forward a series of policies to promote the level of urban-rural integration,so as to improve the relationship between urban and rural areas and the free flow between urban and rural elements,and optimize the allocation of public resources.Among then,human capital is the key factor to achieve urban-rural integration.Compared with other regions in China,meanwhile,the development of the western region is relatively slow,so it is extremely realistic and urgent to speed up the research on the integration of urban and rural areas in the western region.Against such a background,it is of great significance to study the impact of human capital on urban-rural integration in the western region.It is found,the descriptive analysis on the general situation of urban and rural development and human capital development in the western China,that: On the one hand,there is a big gap between the western region and the eastern region in terms of economic,social,spatial,population,and environmental development,and the urban-rural development in each province and cities in the western China also has a large gap in the above five aspects,indicating that the urban-rural integration in the western region has great room for improvement and great difficulty.On the other hand,the gap between the western region and the eastern region in terms of stock,structure and quality of human capital is gradually widening,and the human capital in the western region still shows great development potential.Based on the connotation of urban-rural integration,this paper constructs an evaluation index system for the level of urban-rural integration in the western region from five aspects,covering economy,society,population,space,and ecology,and measures the level of urban-rural integration,economy,society,population,space and ecology in western China and other provinces in the way of global principal component analysis.The results show that the overall level of urban-rural integration in the western region and provinces showed a fluctuating upward trend from 2015 to 2019,and the integration level gap of economy,society,space and population is still obvious,with prominent imbalance between regions.This paper takes the measurement of urban-rural integration as the dependent variable,with the three variables that reflect the level of human capital,such as human capital stock,structure,and quality,as the core explanatory variables,taking the degree of opening to the outside world,the upgrading of industrial structure,the urbanization rate,and the degree of financial intervention as control variables.The Spatial Durbin Model is selected to empirically analyze the impact of human capital on urban-rural integration in the western region.The results show that the spatial overflow effect of urban-rural integration level in the western region is obvious.If the significantly rising level of urban-rural integration in this province is conducive to the development of urbanrural integration in surrounding provinces and cities,the expansion of human capital stock,the optimization of human capital structure and the improvement of human capital quality can promote the rational flow of talents and promote the development of urban-rural integration.Moreover,the upgrading of industrial structure,the rate of urbanization,the degree of opening to the outside world and the degree of financial intervention will also affect the development of urban-rural integration in the western region.According to the above research conclusions,this paper proposes policy suggestions in a targeted manner based on human capital stock,structure,quality and other factors,so as to provide some new ideas for the realization of urban-rural integrated development in the western region. |
