With the continuous development of knowledge economy, the continuous improvement of social democratization, the continuous horn of service-oriented government construction, the research on leadership theory has changed quietly, so the concept of flexible leadership came into being. Flexible Leadership is a new concept of leadership, which advocates that leaders should give full play to the non-power influence to influence and guide subordinates. The rigidity of the power can not exert its magical effect, so leaders need to respect subordinates' feeling and pay attention to achieving the improvement of organizational performance. The development of leadership in the 21st century has moved towards a new stage-cultural leadership stage, and leadership has more and more close relationship with leaders' core values. A large number of theories and practice have proved that cultural leadership is the key source of outstanding leadership, and even the vitality of sustainable development of an organization. It is a new perspective with great practical significance that to research on how the leadership culture supports the flexible leadership and how to exert the effect of flexible leadership efficientlyThe innovations of this paper are to show that the essence of flexible leadership is cultural leadership, and the power of flexibility is the power of culture. At the same time, it also gives the reasons of this conclusion.Chapter one mainly introduces the background, significance and present research situation both at home and abroad, including the flexible leadership and cultural leadership. It also puts forward a brief outline of research idea and framework structure, initially points out the features and innovations of this paper.Chapter two firstly analyses the connotation, essence and characteristics of flexible leadership by comparison between rigid leadership and flexible leadership. Then it puts forward the conclusion that the power of flexibility is the power of culture by the analysis of the connotation, essence and characteristics of culture. Finally, it points out that the cultural leadership is a representation of the flexible leadership by the analysis of the connotation, characteristics and functions of the flexible leadership and the cultural leadership.Chapter three mainly studies on how the leadership culture supports the flexible leadership. It firstly analyses the connotation of leadership culture and its differences and relationship between other cultures from the main body of cultural creation and carrier of culture. Then, it analyses the characteristics of leadership culture and the functions of cultural leadership. Finally, it expatiates that how the leadership culture support the flexible leadership by introducing the development trend of theory and practice of leadership.Chapter four firstly analyses the present situation and problem of leadership culture supports the flexible leadership. Then it analyses the misunderstandings on leadership culture. Finally, it discusses the problems and direction in the process of flexible leadership improving by leadership culture.The section of conclusion summarizes the main viewpoints and conclusions of this research, analyses the inadequacies of this research and points out what needs to study deeper in the future. Such as:I have no adequate actual case data to support the argument due to limited resources. During the process of government's administrative leadership, the implement and accomplishment of details need a more in-depth research.
