In recent years, the community concern and discussion of the real estate market has become an important issue of the development of Chinese social and economic. Tax has become useful macro-control methods of curbing housing speculation and reducing estate prices. In January 2011, Shanghai and Chongqing cities took the lead in the pilot property tax reform, then, what is the background of the current round of property tax reform, how implementation effect of property taxes in the pilot city, how to continue to promote the real estate tax are the focus of this article.This article is a research of Chinese property tax reform macro-control effect on housing market. The scope of this study involves both domestic and foreign, the object of study in Shanghai, Chongqing and South Korea. In these three areas, the property tax in order to curb real estate speculation, they have a certain degree of comparability. And I will use the evaluation of the effectiveness of public policy analysis method. I will research the background of the property tax reform, the implementation of results, and finally make some suggestions on the continued implementation of the real estate tax.Of course, the papers on the analysis of the real estate tax can not be very comprehensive and detailed. Just as much as possible provide some reference value within the scope of the field of public economics, all aspects of information theory, data, and experience for future studies of the real estate tax and the imminent introduction of the housing reform of the other cities.
