In January2011, Shanghai and Chongqing carried out the schemes of housing property tax onindividual houses. The actual impact of the tax on housing market has caused considerablecontroversy. As an important tax of real estate tax system, it is vital to the perfection of tax regime,the regulation of the housing market, the development of the macroeconomic and the society justice.Through studying the impact of the housing property tax on the housing marketing, especially thesmall property right housing market and the low-income housing market, we could offer theoreticaland practical foundation for whether the government should levy the housing property tax and thearrangement of such tax regime.The thesis consults relevant foreign and domestic theory and experience, while combines withthe current issues of the china utilizes the supply and demand theory, four quadrant model and gametheory, tries to analysis the impact of the housing property tax on the china housing market, thenanalyses the tax’s actual effect of Chongqing and Shanghai and carries out some suggestions. Thetheory analysis indicates that the housing property tax will cause many influence on china housingmarket, especially the perfection of housing system and adjustment of the supply and demand, thehousing property tax can restrain the ordinary commodity house price, but the effect is not obvious;the thesis also analyses the situation that tax scope is expanded to the small property right houses,which will remit the short supply of the housing market. The positive analysis demonstrates thatthere are many issues in the tax regime and the actual effect of Chongqing and shanghai, whichmeans that china must get full preparation for comprehensive implement of the housing propertytax.The past scholars mostly focused on the impact of the housing property tax on the ordinarycommodity house price, the thesis analyzed the supply-demand and house price of the ordinaryhousing market, beside that, the supply-demand and house price of the small property right houseand low-income house are also under the thesis’s analysis, which set a theory foundation for thecomprehensive implement of the housing property tax. Also the thesis organizes the implement ofthe housing property tax of Chongqing and shanghais, analyses the actual effect. Using the methodof combining reality and theory, the thesis carries out some suggestion on the levy of the housingproperty tax.
