China Inspection & Quaraintee (CIQ) is the governing and executing administration of entry-exit health quarantine, animals and plants quarantine and commodity inspection. Under the requirement of service government construction, as an important part of national administration, it's important to investigate the customers'satisfaction. Finding out the requirement of service object and supplying satisfied service is the target of CIQ.This paper researches basic concepts and theories, analyses customer satisfaction evaluation models and methods. Using standard analysis and empirical analysis to research CIQ customer types, characteristics requirements and satisfaction factors. On this basis, combinating the mothod of quantitative and qualitative to construct CIQ customer satisfaction evaluation model and measurement index system. Using JY Inspection & Quaraintee as an example to evaluate the customers'satisfaction, and puttiong forward some suggestions.The model constructed and mothods used have important theoreticla and practical significance and it's useful to evaluate CIQ customers'satisfaction, improve CIQ service quality and government image.
