In recent years, more and more Chinese enterprises go abroad for multinational business. Facing with different political systems, legal norms and customs, it is particularly important to them to adapt the marketing and regulatory environment which is extremely different form China. Localization of human resources strategy is not only the key to solve these problems, but also the fulcrum of the development of globalization.This paper, taking Chinese enterprises going abroad as examples, explores the factors that affect the level of human resource localization in overseas subsidiaries for the constraints of time and finance. This study, on the basis of the status quo of China's human resources localization, makes use of Logistic regression analysis model and discovers that the proportion of Chinese parent's investment in overseas subsidiaries, the host properties and the operating time of subsidiaries and have significant influences on the localization, while the subsidiaries'performance, and the industry category have not so important effects.This study has seven chapters. The first chapter is the introduction, which describes the background, meaning and purpose, introduces the methods and ideas, and points out the difficulties and innovations; the second chapter is theoretical overview, which illustrates the present research situation of international operations and human resource localization, indicates the lack of research, and defines the concept of Chinese enterprises going abroad and human localization; the third chapter is the necessity and current situation for Chinese localization; the fourth chapter proposes the assumptions and the establishment of indicators based on the existing theory to identify research programs; the fifth chapter makes empirical research and analyze the conclusions based upon the questionnaire survey; the sixth chapter takes one abroad enterprise as an example to give supplemental instructions to the conclusion; and the seventh chapter summarizes this study, puts forward the shortage, and shows the future research directions.
