The commercial cut-flower production in Yunnan started since 1980's. Presently, the flower industry has become an emerging and characteristic pillar industry of the province. Along with the rapid development of the industry, a new organizing system of the flower farmers called'Yunnan Flower Farmers' Economic Co-operative Organization'(hereunder as the'Co-operative Organization') was quietly spring up. The 'Co-operative organization'is a special mode of the farmer's organization. It is 100% owned, managed and benefited by the participated flower farmers. It's rising and development represents the change and innovation of China's basic agricultural economic and managing system in the new era. Promoting the development of the 'Co-operative Organization'will help to accelerate the adjustment of agricultural structure, improve the efficiency of flower production, promote the standardization and technical extension, and improve the industry's integrated profit as well as farmer's income. However, due to the reason that the economic farmer's co-operative organization in China was just developed in a short period, there're still a lot of factors restricting the'Co-operative Organization'development. The thesis is based on the theory of intermediary organization, integrated with the practical situation of Yunnan flower industry and in application with the theory and method of public administration, to study the history, mode, present situation and future development trends of Yunnan flower farmers'economic co-operative organization. The thesis is not only focused on the study of theory and policy, but also the feasible and practical measures to guide the further development of Yunnan flower farmer's co-operative organization.
