The Study On Weifang's Rural Cooperatives Economic Organization

Weifang is one of the earliest cities to implement agricultural industrial production management. Through the leading enterprise's promotion, the configuration of"the leading enterprise and peasant household"has been gradually formed, organizes separate management's master of the house, and forms a new development model that unite product and sell, trade, industry and agriculture into one body. But in the later development we discovered that although agricultural industrial production management, which is founded on household undertaking management, has greatly enhanced the agricultural organization degree and the agricultural productive forces in the aspects of specialized layout, the scale of production, technical support, possession of the market information, agricultural economic benefit and the increase of the farmers'income, the farmers who manage separately are still at the weak position in the natural hazards, especially in the market risk. Because the leading enterprise and the peasant household are two benefit main bodies, the goal of the enterprise operation is profit maximization, not serves for the farmers. Once market fluctuation appears, will cause both sides especially the peasant household benefit injured. On the assignment of agricultural product extra value, the farmer's incomes are monopolized nearly completely by the company except one part of processing service receipts. The essence of industrial production pattern"the company and peasant household"is one kind of union of capital and work, farmers are still in the subordinate status, farmers'rights and interests are hardly to be protected effectively, and this kind of industrial production pattern is started to receive farmers'resisting, hinder the further development of agricultural industrial production level. Therefore the innovation to the traditional industrial production pattern should be carried on. Facing the new competitive situation, how to organize dispersive peasant household effectively, enhance the ability to participate competition in both domestic and international market, and link the small peasant householder to the big market effectively is an effective way to increasing agriculture efficiency and farmers'incomes of Weifang, it is also the major issues that should be urgent researched and solved in the process of socialism new rural reconstruction and agriculture modernization advancement in Weifang. The breakthrough point and the breach of solving the above questions decided by the international experience, the Chinese national condition and the Weifang's reality is to organize the dispersive farmers, enhance farmer's organizational degree and develop the professional rural cooperative economy organization which can represent and protect farmer's own benefit, leads the farmer to enter the market. This article attempts to research the open question and development orientation of the rural cooperative economy organization, and obtain some enlightenment based on the investigation to Weifang.This paper uses the methods of comparative analysis, statistics survey, summary into, case Study, with necessary data and charts, talks about the developing situation, model and the distribution mechanism of the Weifang rural economic cooperation organization. On this basis, it also carry out reasoning and generalizing. This paper combines the practices of the Weifang rural economic cooperation organization and relating theories, through analyzing the developing situation, the effect and the problems, and it promotes the theory level of the study. It regards that the rural economic cooperation organization is the perfecting and innovation of the agricultural industrialization, and the rural economic cooperation organization also is the way to change the scattered, small and weak situation of the rural economy. In the study, this paper puts forward the relationship of the Economic efficiency and the justice, and this is the theory innovation.
