Study On The Competitiveness Of Hangzhou Headquarters Economy

Recently, many cities regarded Headquarters Economy as an important strategic of changing economic development method and accelerating economic development. Some cities also have introduced policies and measures to attract regional headquarters of multinational corporations and large domestic enterprise. As the capital city of Zhejiang province and Changjiang Delta and also neighbor of Shanghai, Hangzhou has so many domestic and foreign corporate headquarters. In the face of the post WTO era, the comparative advantage of shanghai headquarters economy's policies is weakening, the cost of factors is soaring, as well as the city effect which is brought by the Shanghai-Hangzhou high-speed rail. Therefore, it is an important job for Hangzhou's economy development to develop different headquarters economy and to enhance the competitiveness of Hangzhou's headquarters economy.Based on different development of headquarters economy, this paper has an empirical analysis of headquarters economy's influencing factors and the degree of them. In the diamond model combined with the empirical analysis, this paper has a comparative analysis between Hangzhou and Shanghai. Compared to Shanghai, Hangzhou's headquarters economy has some advantages,disadvantages and opportunities. So Hangzhou proposed corresponding countermeasures under the new situation.The possible innovation of this paper is reflected in the following the following three aspects. Firstly, the previous headquarters economy research focuses on how to build a ground construction, less comparison. This paper proposes the mechanism of different development of city headquarters economy. It mainly induces types of headquarters economy from the angles of city level,comparative advantage and dominant industry. At the same time, it describes how to choose the type of headquarters with the example of the different development of Tokyo and Osaka's headquarters economy and the development of Changjiang Delta's headquarters economy. Secondly, the headquarters economy research is mainly theoretical analysis and rarely empirical. This paper has an empirical analysis of headquarters economy's influencing factors through the panel data and concludes main factors and the degree of them. Based on the common influencing factors, this paper add another factor-factor cost. The negative effect of factor cost is very big and it has blocked the development of headquarters economy seriously. Thirdly, in close connection with the current situation, this paper discusses how Hangzhou seize the opportunity of Shanghai——Hangzhou high speed rail's city effect and the advantage of provincial city to develop unique headquarters economy which is different from Shanghai.The ideas of this paper are as follows:the first chapter is introduction. It introduces the background,significance, ideas, framework and possible innovation of this paper. The second chapter and the third chapter is the theoretical research. On the base of domestic and foreign related literature, in the view of the present fierce headquarters economy competition, this paper proposes the mechanism of different development of headquarters economy that the central city should be combined with the actual situation to attract different type of headquarters and develop unique headquarters economy. The fourth chapter and the fifth chapter is the main part of this paper. The fourth chapter selects twelve developed cities as panel data and has an empirical analysis of headquarters economy's influencing factors and verified the influencing factors and the degree of them. According the degree of the influencing factors, these positive influencing factors are basic conditions,professional services, open degree,business facilities,government services,research and development ability. Especially the negative effect of headquarters economy is big and it has been great obstacles to the central cities' headquarters economy. Based on the seven influencing factors, the fifth chapter deeply introduces the diamond model's six essential factors. Two type factors are systematically integrated and then have a comparative analysis of headquarters economy's competitiveness between Hangzhou and Shanghai in order to analyze Hangzhou's headquarters economy deeply.The sixth chapter is the countermeasures and suggestions. According to the research result of the fourth and fifth chapter, Hangzhou should seize the city effects of Shanghai-Hangzhou high-speed rail to develop a unique headquarters economy road, which is a dislocation,synergistic development with Shanghai from dominant industry, characteristic industry and functional headquarters. In addition, Hangzhou must create a favorable environment for headquarters economy from basic condition R&D capabilities,professional service and reasonable control of business cost and other aspects to reduce the gap between Hangzhou and Shanghai.
