Research On Inspection And Quarantine Countermeasures Of Copping With Tbt Of Agricultural Product Exports

As of the development of economic globalization and the freedom of commercial trade, the traditional tariff barriers to trade are reducing and vanishing gradually, and some restrictive countermeasures, such as quotas and licensing, used as non-tariff barriers are also weakening. While the technical barriers to trade, i.e. technical regulations, standards, conformity assessment procedures, which are with more concealment, duality, complexity and flexibility, become important countermeasures to protect domestic industries and promote the foreign trade for each country especially for the developed ones. In recent years, we have a significant growing in the agriculture area. But some developed countries and regions have made harsh technical standards depending on their technical and economic superiority to limit the export of our agriculture products especially after 2008 of the global economy crisis and 2009 of the post crisis era.Inspection and quarantine department is the administrative organ of our country to perform the function of inspection and quarantine on export and import products. It is the main body to develop, implement and resolve technical barriers. They should have the ability to protect the legal rights during the export trading and guarantee the safety of domestic production and the health of our people.This thesis discusses the basic theory of technical barriers to trade(short for TBT),especially on its definition and characteristics, and analyzes the concepts and characteristics of agricultural products TBT. Base on the overview of China’s agricultural exports condition, the thesis introduces the inspection and quarantine TBT countermeasures of China’s major trading partners(US, EU, Japan). Meanwhile, it introduces the current TBT general situation of China’s agricultural export and the positive and negative impact of foreign agricultural TBT on China’s economy. The thesis analyses China’s current countermeasures of entry-exit inspection and quarantine department and problems e.g. lacking of an improved TBT system, sufficient preparation of bulletin, risk assessment and early warning system, regulation and sense of service, organization structure system, construction of scientific and technological strength, personnel reserve etc. Meanwhile, the thesis introduces the general situation, problems, inspection and quarantine countermeasures that Sichuan agricultural exports encounters. At last the thesis summarizes the inspection and quarantine countermeasures of copping with TBT of China’s major trading partners(EU, US, Japan), and furtherly analyzes their promotion system of breaking TBT, therefore learns their experience to makes progress. The thesis systematically gives suggestions for copping with TBT that china faces nowadays: strengthen the legal framework for TBT of agricultural products, construct the legal system to copping with TBT of agricultural products, and improve the promotion system which could break TBT of agricultural products.
