Research On Foreign Dependence Of China's Coal Industry

China is rich in coal resources; coal is occupied for more than70percent in China's primary energy production and consumption, and is the main energy in china. China has been a big country of the world in coal production and consumption, and also a big country in coal import and export; especially in2009China's coal imports for the first time exceeded exports in2009, and become a net importer of coal, then in2011China surpassed Japan to become the world's largest coal importer. Coal occupy a very important position in china's economic activities, with the coal's net imports increasing and consumption growing, our country's coal foreign dependence is climbing ceaselessly, such changes have attracted our attention.This article first analyze the changes on foreign dependence of china's coal industry since2000, analyze the advantages and disadvantages that may bring to our country of changes on coal's foreign dependence, we must take certain measures to protect our energy security focuses on the influencing factors of the china' coal industry foreign dependence. And then study its impact on coal changes, respectively from the technical factors, market concentration, transportation system development, the downstream impact on the industries, policy orientation, exchange rate and other aspects, and ultimately come to a conclusion that in the next period of time Chinese net imports of coal industry will still keep a rising situation. In order to solve the impact that may bring to our country's development of the rising of foreign dependence, this paper selects the typical poor resource country-Japan and national conditions similar to china-India, analyzed its measures to deal with coal problems, and summarizes the reference countermeasures suitable for China's coal industry development. Eventually come to the conclusion that the States should establish a contingency reserve and a strategic reserve of coal, based on the domestic supply, accelerate technological innovation, promote energy conservation and emission reduction, and develop coal supporting logistics and other related industries; while expanding the sources of import, implement energy diplomacy to protect the foreign supply; finally to change energy consumption structure, reduce the demand for coal and other fossil fuels, promote renewable energy development, to control the coal's foreign dependence at a reasonable level and avoid the national energy's security crisis.Because the coal's foreign dependence rises over the past two years, and did not reach to a certain cordon, so it did not cause too much attention of scholars to study, this paper mainly uses the system analysis, qualitative analysis, empirical analysis and comparative method to carry on the research, reference to scholars' research related to coal industry and oil's foreign dependence, make a systematic analysis of China coal's foreign dependence problem.
