Since China's rapid economic development, the rural economy bursts a huge energy, and the rural financial market become increasingly important. However, due to various reasons, China's rural financial market delays in this development. In response to this phenomenon, in December 2006 the CBRC promulgated the " Some Opinions on relaxing on the adjustment of banking institutions in rural areas access policy to better support the construction of new socialist countryside", reducing all kinds threshold of capital including foreign into the rural financial market, encouraging the establishment of various types of capital to rural areas mainly for local farmers and rural enterprises to provide financial services to rural banks and other new types of rural financial organizations. The liberalization of rural financial markets for the state-owned commercial banks is a great opportunity, but in the development process the state-owned commercial banks will encounter various difficulties and challenges, to rely on their own strengths into the rural financial markets will be an important subject.In the analysis of village banks at home and abroad, based on the development of village banks this paper analyzes the current situation, obtained the development of village banks have obvious advantages, but the overall development of slow. The medium and small banks participate actively, and foreign banks reflect warmly, but large state-owned are careful. In the analysis of the development of village banks based on the current situation, including circumstances analysis, model analysis and SWOT analysis,, we know that China's rural financial market system is not perfect, slow development, there are financial monopoly, and financial needs of diverse characteristics. In view of the external environment for rural financial market, this firm has offered the country towns and villages on the banks of the SWOT analysis to come to their strengths and weaknesses and opportunities for challenge. Development of rural banks can not only fulfill their social responsibilities, enhance corporate image, also can achieve business value and efficiency gains, and actively and steadily into the rural financial markets and firstly occupy a certain share. Xintai City has some economic basis, the amount of deposits and loans grew rapidly, but the financial supply still can not meet the financial requirements. The emergence of rural bank financial supply shortage can be solved exactly. Next for example, through quantitative forecasts and qualitative analysis of the development of rural finance in Xintai City, with the economic benefits of rural bank being run, we can be seen from the data obtained in Xintai city that village bank is a good start of economic benefits. Finally, some suggestions were given about steady development of state-owned banks putting forward rural banks.Through research, we draw the following creative conclusions:In the context of opening rural finance marketing, the study on the market entry and operating system will give important reference for state-owned commercial bank, Rural bank is to nurture the development of new rural financial institutions and the main body of the county is also important to the future profits of firm growth and business transformation to achieve a strong support. Development of rural banks can not only fulfill their social responsibilities, enhance corporate image, also can achieve business value and efficiency gains, and actively and steadily into the rural financial markets and the first to occupy a certain share. Therefore, in China's financial sector has an important position in China, state-owned commercial bank, should seize the opportunity, advantage, early planning, dare to compete, from the publicity, product development, develop the market, establish and improve risk-resisting mechanism for policy support and implementation staff incentives to take the effective measures to develop rural banks.
