The Transformation Development Of Exhausted Resource Cities In Liaoning Province

Since the founding of new china, resource cities appeared more and more involved in oil, coal and all kinds of mineral resources. The resource cities made contribution to the country,such as producing a lot of resources, inhancing the developing of the city and region. After many years,the number of the resource of many cities with rich resources has become few. Although the situation of every city is defferent,but the features of the resource cities are same,for example, in a planned economy as a background, urban development resources closely linked with industry, a single, recession of resources industry, environmental damagement, spatial arrangement of city space. So the research to the transformation development of resource cities is very important.At present,some resource cities have taken the transformation involved in restructuring ndustry, environmental protection, urban construction,increasing employment and so on.As the foundation of heavy industry, Liaoning has made major contribution to the development of country at the price of resource depletion, environmental damage, employment pressure which Constraint the Sustainable developmentof the city. In2000,Fuxing was the first listed city to induce the transformation development.by 2009, Panjing,Fushun beipiao, Nanpiao, yangjiazhangzi, gongchngling are listed as the resource exhausted city by country.In order to achieve the transformation of urban development, resource exhausted cities of liaoning province have taken adjusting the industrial structure,solving the livelihood problems, constructing the city, improving the ecological environment. But there are some problems such as ubalannce of industry constructing, difficult of obtaining employment environmental protection depression and so on,which rrestrict the development of the city.The resource exhausted cities of Liaoning have some advantages such as lacation, abundant resources,policy support, Strong industry and so on.also,they have some Shortcomings such as market competition, pressure of budgetary funds, unsound research system, Lack of talent and so on, which will hinder the transformation. To reflect the result of transformation directly, the paper uses the level analysis,establish transformation indicator system of resource depletion urban,collect the much data of recent years.deal with the data, calculate the all indicator and every branch indicator.as the rssult,we find panjing and Fushun are better than fuxing in transformation,the city is better than the town in tranformetion.On the base, we advice the liaoning to take the mearsures such as building sustainable development view, reasonable choice leading industries.broadening scientific way, introducing the talent retaining the local labor force resources, promotion of green production and green life and so on.
