Path Selections Of Resource-exhausted City Transformation From Sociology Perspective

The resource-based cities in our country rose from1960s with thick color of planed economy,making contributions to national economy to some extent,serving security for people’s life,but because of government’s strong control in long term,"market vacuum"and"market failure" appeared.Mineral resources have been exploited beyond standard,energy industries are on the verge of bankruptcy,"pull a hair which stirs all body",so the resource-based cities face surviving threats and bottleneck control of mine collapse and city failure.As a major energy source, coal relates to the development of national economy and the people’s livelihood. Huaibei city,which based on coal,its resource dropped sharply with technology and system factors, city life cycle shorted."Hundred-mile"coal mine tended to shrink,workers lost jobs,ecological environment was destructed,so in March of2009, it was determined to be one of the32resource-exhausted cities in the second batch by the State Council.City transformation is imperative in the promotion of scientific development.With growing process and natural law, the resource-based cities have to experience from building,prosperity,shrink,exhausted,transition,to renaissance or death,which decide the industrial transformation foothold of resource-exhausted city is on the non-energy industry so as to keep the economy and society develop scientifically.As an international problem,the transformation of resource-exhausted city refers to many subjects,including economics, geography, mineral science and ecology with characters of width and depth.This article uses case interview and literature review method from angles of social ecology and structural functionalism,to research Huaibei in Anhui provine how to getting out of the morass of "Resource curse" implanted in field of Central Plains Economic Region,so as to unite economic,political,social,and ecological functions in the organic structure of the city and coordinate the internal operation and external system.lt can promote the linkage development between urban and rural areas and in harmony with central zones in order to achieve successful transformation under the multiple path selections. Standing in the peak of the city comprehensive development potential,Huaibei’s economy focuses on energy, industry quantity is small,productive structure is single,innovation ability is weak, private investment is not active, standard of market risks resistance is low, a series of "Domino" effect against the future development trend.The whole city faces the bottleneck of aspects of the economy, resources, environment, personnel and employment,the contradiction of the structures between urban and rural areas escalates.The city transformation brooks no delay for the sake of avoiding social fracture and imbalance interests.The author takes Huaibei present resource situation and economic fact as the starting point,referring to the domestic and foreign resource-exhausted cities successful transition experiences,avoiding the route "crossing the river by feeling the stones" blocking revival "golden period",considering space and time factors, to analyse development difficulties and social problems caused by coal burnout situation, debug the psychological and role conflict between the laid-off workers and landless peasants,further explain the urgency and necessity of transformation.Combine the advantages and disadvantages and the internal and external environment opportunities at the same time, adopting measures suiting local conditions to explore the location and feasibility,following the law of development of production,after all choose the upgrade of industrial power,agricultural scientific planning,tourism potential reengineering as the key transformation.With the scientific and technological innovation to improve resource extraction rate,and with continued and replaced industry to lead the future tendency, then strategically analyze the support system from the macro, meso, micro three levels,they’re transform the way of government management, innovate development system and mechanism and pay attention to people’s livelihood and social undertakings,conclude a series of developing mode with Huaibei characteristics to build "Boutique City" and’Patterned Huaibei" with features of refinement and variety. Admittedly,as a young coal-exhausted city,Huaibei has no large economic output and population scale,and no superior geographical advantages of coastal and hinterland,it just starts and on the way.Studying from others is just a way to learn the facial elements,but the character and quality that decide the city’s direction are unique,which need the city to feel and research by itself.The author has the finite ability, part of data is not refined,some industrial knowledge is not enough,the set of paths are a little broad,but through literature history,based on the practical investigation, relying on the subject, I discuss the transformation path academically, hoping to make practical contributions to city renaissance.
