With the increasing development and perfection of China's market economy, construction bidding has become a major form of competition and transaction in construction activities. Bidding evaluation and calibration is a pivotal part of the tendering process and is assigned to determine strengths and weaknesses of each bidder through a comprehensive evaluation of key indicators thus selecting the best bidder. And the correctness of a bid evaluation method can make a direct influence on the result of the bidding, the order of market economy, and to a certain extent, determine the fate of the project.The core concept of value engineering in application to the evaluation work is to take the maximization of the project value as the objective and select projects form two approaches being cost and function taken into account. Therefore the bidding evaluation method, to certain degree, assures that evaluation and calibration work is scientific, objective and reasonable.The article takes MH power generation company as its subject investigated and analyzes the evaluation methods and the problems concerned in the company's project tendering process. It also builds an optimized evaluation model based on value engineering by using the principle of value engineering combined with the analytic hierarchy process based on the above analysis and applies the model to the evaluation work during the engineering bidding project of MH power generation company. In the end, The writer also analyzes some problems maybe exist in the running process and puts forward some countermeasures.
