Research On Credit System Of Food Safety In Shijiazhuang

Credit system is the fundamental and overall task of food safety, as well as the long-term mechanism and permanent policy to rectify and standardize the order of market economy, and to safeguard the food safety. Meanwhile, it is the key component part of building a food safety city in Shijiazhuang City. Based on analyzing the theory and practice of credit system of food safety both at home and abroad, this paper evaluates and analyzes the current status and existing problems of credit system of food safety in Shijiazhuang through questionnaire and field investigation. As a result, it proposes credit evaluation indicator of food safety in Shijiazhuang that consists of two primary indexes, six secondary indexes and eighteen tertiary indexes, to construct the Shijiazhuang food safety credit evaluation model for the methods of AHP and fuzzy comprehensive method, test the model's reliability and validity, evaluation model. As well as the credit operation mechanism that combined with tracing mechanism, supervision mechanism, rewarding and punishment mechanism, pre-warning mechanism, publicizing mechanism and credit management mechanism. To cultivate a good market environment for the food safety credit construction, to strengthen the food safety credit system management, accelerate the establishment of food safety credit files, to provide a good legal environment for the food safety credit construction, open food enterprises integrity information announcement platform, guide food enterprises to establish good moral standards, speed up the cultivation and development of the integrity of food safety service mechanism, strengthen the food business integrity culture in eight aspects. Protective measures to accelerate the credit system of food safety in Shijiazhuang are put forward. All of these are to promote sustainable, rapid and healthy development of food industry in Shijiazhuang, to further enhance the industrial economical growth and credit level, together with the coordinative economic development and the overall social progress, protection of consumers'life safety and the body health.
