Safety Credit System Construction And Evaluation Research

Safety credit is an important part of social credit system,and it is the basic evaluation of enterprise's willingness,ability and effect to fulfill safety responsibility.However,the current safe credit system is still in the "blacklist" system stage,the establishment of safe credit system,safe credit operation,safe credit evaluation and a series of problems,in the national policy documents and legal provisions have not given a clear provision.Therefore,this paper constructs a set of safety credit and evaluation system that meets the needs of modern safety supervision and social service.This article through to the domestic and foreign credit concept and related theory summary and comb,with different definitions of security credit is given a new based on the willingness and ability,effect and the characteristics of the industry safety credit definition,and to secure a source of credit inquiry system of safety information,update,handling,and security information carrier has carried on the design,can set up a reference,the actual operation,integrated all aspects of information security credit lixin credit operation mechanism.For the existing "blacklist" system indicators.By analyzing the causes of serious and serious accidents in the past three years,the index of "blacklist" is supplemented and improved.Further According to the concept of PDCA cycle of safety management,a safety credit index system reflecting the elements of safety willingness,ability and effect credit is innovatively constructed.According to literature research and expert interviews,the deduction model reflecting the management degree of safety credit index and the contribution coefficient of each index to safety credit are determined.Short on this basis,according to the barrel theory and hierarchical control theory,construct the security credit evaluation model based on index classification,namely: according to different credit the contribution of various indexes for safety degree index can be divided into three categories,and on the basis of all kinds of index of average contribution coefficient and number of broken out all kinds of indexes of evaluation coefficient and security credit optimization matrix,form the security credit ratings,and need to focus on the index is given.Moreover,a safety credit evaluation model based on the degree of difference is constructed,that is,the safety credit rating is determined according to the maximum value of the difference of credit scores between grades.Finally,by taking taopuweinong enterprise as an example,through the designed deduction function,the index classification model and program are used to evaluate and settle accounts,and the safety credit rating and key indexes are obtained.The feasibility of the evaluation model is preliminarily proved.The paper has 22 pictures,15 tables,and 54 references.
