As an important manifestation of private economy, small private enterprises (SPE) spring up rapidly with the development of economy and society. At the same time, the capability of SPE leaders has become a research hotspot. It dated back to 1973 when Professor David McClelland, Harvard University, proposed the concept of competency, which has been extensively recognized by the academe as well as widely applied in human resource management (HRM) through decades of years' research and development.Recent years, domestic researches on leader's competency were mostly based on evaluator's perception and evaluation of leader's capabilities, focusing on how to estimate the important degree while the influence of evaluators' personal characteristics was neglected. In fact, evaluator's personal characteristics did influence their recognition and judgment to some extent. Therefore, such results-oriented evaluation has its limitation not only in sample selection but also in the veracity. Besides, the objects of current researches mostly focus on the 'specific' leaders, those of large and medium enterprise or engaging in a single industry, so the research conclusions have certain limitation considering the large number of SPE. Under the instruction of competency theory, this paper analyzes competency characteristics of SPE leaders according to SPE's features, provides references to future research on selecting samples through analyzing the relationship between evaluation result and the evaluator's personal characteristic, and builds theoretical basis for evaluating SPE leader's competency more comprehensively and objectively.This paper includes five chapters. Chapter 1 is an introduction explaining the background, significance of research and research methods. Chapter 2 proposes theoretical hypothesis on the basis of relevant documents. Chapter 3 generalizes leader's competency characteristics through open-ended questionnaire and behavior event interview (EBI), then sets a survey for different samples according to the common competency characteristics. Chapter 4 is the analysis of the results, which finds the interaction between evaluation results and evaluators' personal characteristics by means of factor analysis, correlation analysis, variance test and regression analysis on the results of 126 questionnaires. Chapter 5 includes conclusion and discussion.After a series of statistical analysis, the paper concludes:12 factors determine SPE leader's competency, among which "ability to tackle crisis and deal with risks", "enterprise management ability" and "work sense" play more important roles with the increase of evaluators'age, position and work seniority while work seniority has the biggest influence. And with a higher education background, evaluators are more likely to value "professional knowledge and attitude towards studying" and "ability of cognizance" while the influence on former is significant.
