World economic integration makes the competition between the enterprise is increasingly intense. Along with the reform further, enhance the organizational capacity and performance, has become the most important issue, especially for communication enterprises such technology-intensive enterprises, scientific management and sustainable development have been the subject of leadership to pay close attention to.As the enterprise communications network maintenance department,charged with the task of all company production floor, team undertakes the task specific, squad group leader ability quality affects the performance level of team production; therefore, enhance the ability to shift leader department management to enhance play a multiplier effect. All the time since, team leader is from the technical backbone of the business in the selection, the selection is the main method of intelligence and achievement from two aspects of the test, without a set of effective selection, training, evaluation and incentive management system. Based on this, caused the construction technology team competency model idea.Competency model is the modern enterprise human resources management based on. From the organization's strategic development needs, enhance competitiveness, improve the actual performance as the goal of a unique human resource management mode of thinking, working method, operation process. The famous American psychologist, professor at the Harvard University . David Mike Rankin professor is internationally recognized as the founder of competency model method.The research and application of domestic and international competency model theory, through the seven steps for constructing and perfecting the professional team competency model: 1, analysis of demand; 2, job analysis; 3, establish the transition model frame; 4, thinning model elements; 5, improve the model elements; 6, to verify the model elements; 7, improve competence force model elements and determining block coding.The main contribution of this study are: 1, to establish a team competency competency model ( competency Dictionary ), made clear the requirements, as a professional team leader training to provide a basis; 2, the existing team of ability, help to find themselves short board, made clear improvement plan; 3, establish the team leader training incentive mechanism and the specific operation method.The research on preliminary design based on the model, through questionnaire investigation, data collection and analysis tools, use 360 degree evaluation method to validate the model has a high reliability and validity. Technical team leader training, selection, use, evaluation of the management system, is the competency model will be applied to the production line, the realization of human resource management in a scientific, promotion departments and enterprises to gain the competitive advantage, realize sustainable development.
