With the coming of the knowledge economy era, knowledge has became the main source of construct the organization core competitiveness, the knowledge absorption and utilization have become the key to create new productive forces and obtain competitive advantage. The organization knowledge stock directly determines the core competitiveness of the organization. The way of acquiring knowledge of the organization has changed from internalization to external. Polanyi divided the knowledge into the dominant knowledge and tacit knowledge, according to the description of the Allee Verna, the relationship between the dominant knowledge and tacit knowledge was similar to the islands in the seas. In traditional economy society, people only pay attention to the role of the dominant knowledge work, emphasis on managing and using the dominant knowledge management and use. But in fact the dominant knowledge is just a small amount of all knowledge, which like a small island exposed on the sea. So the mining and using of the tacit knowledge play an important role in the constructing the core competitiveness of organization. The tacit knowledge is not easy to be copied, and highly individual. So in the process of tacit knowledge transfer, it was influenced by the knowledge source, the knowledge receiver, the knowledge properties, and the background of knowledge transfer. We need to design proper dynamic mechanism will effectively promote organizational tacit knowledge transfer.This study first on the hierarchy of tacit knowledge agent's needs, analysis the character and the different levels of tacit knowledge agent's needs, Build three-dimensional feature model of tacit knowledge transfer between organization, and analysis the driving mechanism of the tacit knowledge transfer. Second we construct factors system of tacit knowledge transfer through the characteristics of hidden knowledge, knowledge source, knowledge receiver, and the background of knowledge transfer, and use the interpretative structural model to study the deep factors which radically influence the tacit knowledge transfer between organizations, analyzes the hierarchical relationships of the influential factors of knowledge transfer, point out the dynamic mechanism of the transfer of tacit knowledge which is based on the research. We construct a game model for knowledge transfer among organizations. We argue that knowledge transfer cost, knowledge disseminative capacity, knowledge absorptive capacity, knowledge innovative capacity and knowledge potential difference among organizations, play important roles in knowledge transfer process. We examine this argument by evolutionary game theory based on bounded rationality. at last, we use NetLogo software platform to simulate the tacit knowledge transfer on organizations, we discussed how the feedback system of the knowledge transfer influence the motivation of the agent of tacit knowledge transfer, and based on the cellular automata theory, simulate the behavior of the knowledge agent in the process of the knowledge transfer under the bounded rationality. According to the simulation results, the organizations should design incentive and performance management system, so as to promote tacit knowledge transfer between organizations, and achieve the high knowledge transfer efficiency.
