Huai Hai Garden, a financing project designed by HUAIHAI INSTITUTE OF TECHNOLOGY to introduce senior professional and technical talents and resettle staff members, will be allocated to staff members based on cost prices. Therefore, this project, differing from the general real estate projects, aims to achieve social efficiency and boost the University's reputation. This paper considers the current operating status of domestic real estate market especially that in Lian Yungang and market circumstances for project investing. It seeks to analyze the basic situation of the project and undertaking organizations and evaluate the project design schemes and its progress. Based on the overall background, we are next focused on the analysis of economic efficiency of this project, the compilation of Construction and Installation Investment Schedule, Device and Tool Investment Schedule, Other Construction Investment Schedule, Prepay Table, Investment Composition Table, Financing Table, Total Construction Cost Estimation Table, Debt Service Table, Estimated Profit Statement, Cash Loss Statement, Funds Usage Schedule, etc. and the necessary calculation of project parameters including Net Present Value (NPV), total profit, sale proceeds, loans during construction, total investment, statutory capital, financing, working capital, total income tax, internal rate of return, breakeven point, Return On Investment(ROI), rate of return on total investment, etc. Prior to the final conclusion that it is feasible, we further weigh the risk and efficiency of the project for decision-makers'reference. In conclusion, this paper intends to offer some experience to those developers of non-profit real estate projects such as financing housing, indemnificatory housing, transitional housing and affordable housing for their feasible research.
