Medium-sized and small enterprises (SMEs) play an important role in the national economy. However, developing conditions of SMEs are not consistent with their vital status, and especially owners of SMEs have always been plagued with the financing difficulty. For a long time, only a small number of SMEs have obtained loans from banks, mainly because of their credit risk assessment.In recent years, many commercial banks have conducted innovation about the credit model of SMEs and developed a series of targeted credit services represented by the model of "Credit Factory" to meet their financing needs. It is the key to the success how to establish a model of credit risk assessment effective for SMEs so as to quickly and accurately assess their credit risks.This paper attempts to set up an efficient system of credit risk assessment suitable for SMEs by using the model of "Credit Factory". Based on theories and practice of domestic and foreign credit risk assessment at present, the paper builds up an indicator system reflecting basic situations of SMEs and establishes a corresponding model of risk assessment by fully considering characteristics of SMEs and their financing demands.Aiming at short small urgent loans of SMEs, and considering their incomplete financial data, a greater impact of owners on business and high-degree differences in areas and industries, the paper increases the examination of non-financial indicators on the basis of the examination of routine financial indicators of corporations. The idea of "Assembly Line" in the "Credit Factory" is applied to the selection process of indicators:according to different areas, industries and industrial clusters, different combinations of indicators are screened by the fuzzy analytic hierarchy process (F-AHP) and an indicator system applicable to enterprises in a particular area is established. The logistic regression model is used to make an empirical analysis in order to establish a credit risk assessment model adapting to commercial banks in this area.From the perspective of the fast and accurate assessment of SME credit risks by using the model of "Credit Factory", the paper tries to solve the problem of financing difficulty of SMEs, which has a practical significance in resolving this problem in China.
