As a core of the modern market economy, finance plays a vital role in the development of the economy in the district. However, according to the theoretic and practical research made by lots of researchers, the financial services industry clusters do well in the acceleration of the economy.This thesis constructs the target assessing system of financial centers competitiveness, on the basis that the data can be obtained in 30 provinces(XiZang except) in 2009,such as the data of the development of the economy, finance, city and so on. Use the analytic approach of the factor to appraise the financial centers competitiveness of the 30 provinces. Forethermore, according to the 7th Global International Financial Competitiveness Report issued by city of london corporation, the position of the ShangHai International Financial Center would be analyzed.The result of this thesis reveals that the financial centers competitiveness of ShangHai is second to none, the level of the competitiveness is all on the average level, especially in the economic activity and financial develooment, the development of the securities market and city, the industrial structure and the development of the insurance industry, ShangHai do a good job in these three aspects, but have a unfavorable performance in the government's support. It reveals that ShangHai municipality give less support to the economic development, more less intervene in the economic development. The 7th GFCI report reveals that ShangHai ranks 11the on the list, has a unfavorable performance in banking, asset management, insurance, but performs in people, market access, infrastructure and general competitiveness noticeably well.
