Agriculture is the basis of the national economy, which plays an important role in the national economy. Agricultural production efficiency has a direct impact on the development of agriculture. Thus the study on the efficiency of the agricultural industry has become a very important index in measuring the regional agricultural industry. Therefore, studying on the area efficiency of the logistics industry has great significance in sustaining sustainable, stable and coordinated of the agricultural industry.Firstly, we discuss the agricultural industry's current situation in Liaoning Province using qualitative analysis, and then we show some methods on the efficiency of an industry evaluation and measure these methods. Then we present DEA and Malmquist productivity index in measuring a regional agricultural industrial efficiency. Then we propose the theory and application of DEA and Malmquist productivity index. We introduce the constant returns to scale model and changed returns to scale model of DEA, use Malmquist productivity index approach to decompose total factor productivity into two parts of technological progress and technical efficiency to find the source of growth of TFP, and clarify the economic significance of the models. Based on the historical data, we use DEAP Version2.1software evaluating the various regions' efficiency of the agricultural industry of China from1997to2010. So we calculate the tatal technical efficiency, pure technical efficiency and scale efficiency of agricultural industry. And use econometric models to analyze the factors affecting efficiency of agricultural production in Liaoning Province. Finally, we give a number of feasibility, strong operational management recommendations of Liaoning Province based on the analysis of the results.
