Study On Development Of Agricultural Producer Service Industry In Hebei Province From Agricultural Production Efficiency Perspective

As China's economy has fully entered the new normal,some problems like agriculture concurrent business,farmers aging,and resources and environment tightening have become prominent.In the period of accelerating the development of modern agriculture,it has become a key driving factor for the high-quality development of China's agriculture to improve agricultural production efficiency.Hebei Province is one of China's major agricultural provinces and a major grain producing area.At present,the problems such as structural imbalance,inefficient and extensive,and high costs in agricultural production are serious;it is urgently need to improve the efficiency of agricultural production,which is not only the focus of modern agricultural development in Hebei Province,but also the important condition for ensuring national food security.Theoretical research and practical experience show that agricultural producer service industry is an important way to improve the agricultural production efficiency.At present,the Chinese government is actively promoting the development of producer service industry oriented to agriculture.Therefore,under the great opportunity of implementing the rural revitalization strategy and the coordinated development of Beijing-Tianjin-Hebei region,how to accelerate the development of agricultural producer service industry,promote the improvement of agricultural production efficiency,and promote the transformation of traditional agricultural provinces into modern agricultural provinces are important time themes in front of the economic work of the whole province.This thesis has taken the development of agricultural producer service industry in Hebei Province as the main research line from the perspective of agricultural production efficiency improvement.The main research contents of this thesis include the following several aspects.First,the overall situation of agricultural production developmment in Hebei Province and the main achievements of agricultural producer service industry in recent years are analyzed descriptively.Second,we employ the DEA model to calculate and analyze the agricultural production efficiency and the decomposition of the Malmquist index in 13 major agricultural and food provinces.The computational results show that the comprehensive technicalefficiency of Hebei Province is lower than the average level of 13 provinces,and its contribution to the province's total factor productivity growth is lower than the technological progress,especially the pure technical efficiency changes showed a downward trend,which shows that the level of agricultural technology in Hebei Province is relatively backward.Third,based on grey relational analysis,this thesis analyzes the impact of the sub-sectors of agricultural producer service industry in Hebei Province on agricultural production efficiency.The computational results ranked from large to small are as follows: transportation,warehousing and postal services;wholesale and retail trade;scientific research and technical services;information transmission,software and information technology services;financial industry;water conservancy,environment and public facilities management.Finally,combining the above analysis conclusions with the reality of Hebei Province,this thesis has identified the outstanding problems in the development of agricultural producer service industry in the province,and based on the perspective of agricultural production efficiency improvement,has put forward the corresponding policy recommendations to promote the development of agricultural producer service industry,which mainly include to increase policy support,encourage diversification of service entities,improve agricultural product circulation system,accelerate industrial integration development,broaden capital financing channels,strengthen infrastructure construction,improve agricultural science and technology innovation level,and strengthen the comprehensive quality of professional talents.
