The Study On Nanjing R&D Input-output Efficiency

Nanjing as the capital of Jiangsu, gathered most of the researchinstitutes and universities in the province, leading technology researchand development capabilities of other cities across the province."TheEleventh Five-Year Plan of Nanjing Science and TechnologyDevelopment" clear that during the "Eleventh Five-Year period", to buildNanjing as the city with a radiation and has a strong and significantcapacity to promote the combined effect of regional R&D andindustrialization of high-tech base, making Nanjing to be the innovativecapability of independent innovation-oriented city. This choice of R&Dinput-output efficiency as an article of the entry point, based on theestablishment of R&D input-output efficiency of the evaluation indexsystem, for means and basis which evaluating the Nanjing technologicalinnovation, and by studying the problems found in Nanjing R&Dresource allocation using to provide some useful countermeasures andsolutions. This article includes five chapters which have made systematicresearch on the R&D input-output efficiency：The first chapter, Introduction. First, this study describes thebackground and significance; then in the domestic and foreign scholars inthe efficiency of R&D progress and trends on the systematic review, andon the basis of this study to determine the ideas and research methods.The second chapter, the concept and describing the distribution ofR&D resources. First introduced the related concept of R&D; then basedon data, analyzing the distribution of the Nanjing R&D resources, andfound some of the issues to be addressed.The third chapter, to build R&D comprehensive evaluation indexsystem. Were constructed based on DEA and SFA methods of indexsystem, and then the principle of the two methods are introduced.The fourth chapter, the empirical analysis. First, the use of DEA andSFA methods of comparative study of Nanjing and other areas of theR&D input-output efficiency, and effectiveness of two methods derivedfrom the value of comparative analysis, and draw relevant results.The fifth chapter, policy proposals and prospects. Moreresearch-based the paper, the study found that the problem for the corresponding recommendations. While in certain academic and practicalvalue of this article, giving the specified direction to improve the study ofthe efficiency of R&D for future.
