Along with the development of economic globalization, the high-tech food isbecoming mainstream consumers chase purchased from the number of concernedabout the food, the people become concerned about the quality of the food, health,nutrition has become synonymous with a new era of food. However, frequent foodsafety incidents allows the pursuit of new, high-nutrition food consumers regainGod, such as Sanlu milk powder incident, Sudan incident, waste oil, events,people doubt gradually around food security, loss of confidence.2004, the government regulatory model proposed segmentation-basedsupervision, the supervision of different varieties, supplemented by the foodregulatory system. Various aspects of the food supply chain have a specialregulatory supervision and management, this division of labor clear regulatoryregime of food safety incidents and why I still can not be controlled? Imperfectlegal regulation is not in place or detection techniques backwardness? This paperargues that the division of food safety regulatory agencies configure, managepermissions, food safety and quality standards and its associated binding system isimperfect, leading to China's food supply chain, regulatory authorities can not begood to play a regulatory function of the root causes.Most of the system reform, the basic definition of the concept of theregulatory system of the food supply chain to determine the theoretical basis ofthe study, introduced the formation and development of China's food safetyregulatory system, analyzed the existing problems in China's food safetyregulatory system reform, combined with China's actual situation and the experience to learn from developed countries regulatory regime, and put forwardsome thoughts and suggestions on improving China's food safety regulatoryreformthe paper is structured as follows: Introduction. By listing a series of foodsafety incidents occurred in recent years, leads to the background and significance,and summarize the research status at home and abroad, and to lay the foundationfor this studyThe first chapter of the food supply chain and food safety. As defined in thisarticle involved in the food supply chain concept, the main link in the food supplychain, respectively, described the relationship and impact of the production,processing, distribution, consumption and food security.The second chapter is the formation and development of the system ofgovernment regulation of the food supply chain. Define the concept of agovernment regulatory system for food supply chain, the government regulatorysystem, the formation of (Ministry of Health, QC, the Ministry of Commerce andIndustry, Ministry of Agriculture, Food and Drug Supervision Department of thefive supervisors of the established), as well as the basic structure of the regulatoryauthorities including the monitoring of configuration of power and responsibilitiesof the division of labor.Chapter three is the government regulatory system for our food supply chain.Mainly the lack of government regulation on the law of the food supply chain,powers delineated blurred, and regulatory agencies to set unreasonablesupervision of the main responsibilities are not clearly demarcated.The fourth chapter is the recommendations for improving the system ofgovernment regulation of the food supply chain. Combination of foreignsuccesses and failures of the lessons learned in their own study on the basis ofrecommendations to improve the legal system, clear delineation of authority, therole of industry associations, optimizing the regulatory structure of four proposed to improve the regulatory regime of the Government of the Chinese food supplychain.
