Research On Performance Evaluation Of Food Safety Supervision In Henan Province From The Perspective Of Supply Chain

In recent years,as one of the main food producing areas in Henan Province,the food industry has been favored and supported by the relevant departments in Henan Province,which has made the food industry continuously develop and expand in Henan Province,and also make the industrial economy of Henan Province get rapid development.However,with the development of industrial economy and food industry,the demand for food quality is increasing day by day,and the problem of food quality and safety is becoming more and more serious.Therefore,to solve the problem of food quality and safety in Henan Province,we should start from the perspective of the whole food supply chain,establish a reasonable and sound food safety supervision system,guarantee the quality and safety of food fundamentally,and enhance the satisfaction of consumers.The food supply chain is composed of farmers,food production enterprises,logistics and distribution enterprises,retail wholesalers and government regulatory authorities,and so on.Therefore,the factors affecting food quality and safety also run through the whole food supply chain.Because of the mutual influence of various links in the food supply chain,the situation that the quality and safety of food can not be guaranteed by a single stakeholders,but by the cooperation of all the stakeholders in each link of the food supply chain.In order to maximize the benefits of the whole food supply chain and ensure the food safety of Henan Province,only when the stakeholders in the food supply chain cooperate sincerely and communicate with each other to bear the benefits and risks can we realize the maximization of the benefits of the whole food supply chain.From the perspective of food supply chain,the food supply chain is divided into three main links,namely,the production and processing links,the distribution and distribution links and the sales links.Combined with supply chain theory,government performance management theory,balanced scorecard theory and analytic hierarchy process,this paper analyzes the current situation of food safety supervision in Henan Province from the angle of government supervision.This paper constructs the strategic map of food safety supervision in Henan Province from the perspective of supply chain,and formulates the overall evaluation framework of food safety supervision performance in Henan Province from the perspective ofsupply chain.The performance evaluation framework of food safety supervision in Henan Province was established.On this basis,according to the standard for evaluation of Balanced Scorecard theory set,on the production and processing of food supply chain,distribution of fluid and sales aspects of food safety supervision in Henan Province,the performance of the experts,and on all aspects of the food safety regulation performance comprehensive analysis,finally obtains the Henan Province to improve food safety regulatory performance policy optimization suggestions and ideas.
