Along with the Qingdao port, Dalian Port port, Huanghua port, Yingkou port, and many other new and old port industry extension and rise of Tianjin port, in order to meet the challenges put forward " construction world is top-ranking big harbor " development strategy, make the traditional handling services industry is no longer the Tianjin port only pillar industries, logistics industry, the port industry integrated service industry, has become a new focus of development in Tianjin Port twenty-first Century, made clear "four big industries do many things at once" the direction of development. In the face of vary from minute to minute business environment and change with the environment and changes of the enterprise strategy, human resource has become the key factor of restricting development of Tianjin port. How to make Tianjin port in the fierce competition to sustained development and implementation strategy for the development of enterprises, has become the field of human resource management is urgent to research and solve the problem.Based on the development strategy of Tianjin port in detail,put forward the development strategy of human resource planning. According to Tianjin port environment and conditions, use of scientific methods of enterprise human resource supply and demand forecast, to develop the necessary human resource acquisition and allocation, development, motivation, management strategy, to ensure that the amount of manpower resource, quality to meet the needs of enterprise development strategy.
