Promoted by the enormous progress in science and technology and sustained by its vigorous vitality, cultural industry has been demonstrating its infinite charm as the "sunrise industry" on the global economic arena for more than half a century now. The cultural industry in China has experienced unprecedented blossom since the reform and opening up. The ethnic areas are richly endowed by nature to have an advantage on tourism development owing to their splendid natural landscapes and unique ethnic culture. As a result of long-time isolation from the mainstream society as well as its plentiful and exotic touristic resources, Tibet has drawn tremendous attention from the tourists both domestic and abroad. This paper aims to offer practical and specific suggestions on the cultivation of the targeted tourist market and orientation of the tourism theme together with image design, travel organization and route planning etc. by analyzing the tourism cultural resources and potential consumer market in Lebugou District where the Mengba people inhabits. Besides, this paper hopes to provide estimation on the prospect of the tourism development of Lebugou District based on the status quo of the local tourism industry and existing problems. Various methods including document analysis, fieldwork and SWOT methods are employed in this paper.This paper is mainly divided into six parts and their main points are:The purpose of the selected topic and major theories referred to in this paper are covered in the introduction part. It is elaborated not only on an academic level but also on a practical level. Background information on the pilot site and the major referenced theory namely the conception of cultural capital put forward by Pierre Bourdieu and holisms are also included in this part. And, the related research dynamic is listed in this part.The first chapter presents the environment conditions of Lebugou District at great length. Detailed description is given to the natural and cultural environment of Lebugou District. The concept of cultural capital is adopted here to illustrate the transformation process between cultural resources and economic capital of Lebugou District.Chapter two is devoted to the description of the tourism cultural resources in Lebugou District and its evaluation. Through the analysis of the tourism cultural resources in Lebugou District, the general characteristic of the tourism cultural resources in Lebugou District is pointed out and accessed.Chapter three mainly deals with tourism status of Lebugou District. The current situation of the consumer market before moving on to the breeding of potential tourism market in Tibet is introduced in this chapter together with the condition of the tourism market in Lebugou District.The market management and development of Lebugou District is proposed in chapter four on the premise of the previous part. The concept of market management and development is introduced in this chapter. Not only are the general principle of developing the tourism market in Lebugou District and the basic pattern to grow the consumer market implicated but also are suggestions concerning developing tourism market in Lebugou District given in this chapter; Discussions are carried out separately from the aspects of the orientation principle of the image design of the tourism in Lebugou District and the switch of tourism themes after presenting the image designed for Lebugou District as going across the Himalayas to enjoy the natural oxygen bar while experiencing the original culture of Mengba people. On the other hand, the switch of different tourism themes in Lebugou District should be considered on the basis of the properties of the tourism function of Lebugou District and the seasonality of the consumer market as well as the brand development of Lebugou District.Chapter five contains the SWOT analysis of the comprehensive assessment of the development environment of Lebugou District.
