In the era of global competition and knowledge economy, human resource is becomingan important source of enterprise core competence. Thus, more professionalism and skills arerequired for human resources managers to achieve effective management and utilization ofenterprise human resources.According to the current condition of this country, large enterprises have establishedperfect human resource management system. Also, their human resource management staffspossess favorable professional skills and abilities. Furthermore, some multinational firms, tomake responsibility of human resources management clearer and to efficiently select and trainhuman resources managers, have started to use advanced and scientific method. However, insmall and medium-sized companies, due to lack of professionally-qualified human resourcestaff, especially managers, the chances are that one person works in multi-positions andquality of personnel is low, which often lead to unprofessional, unsystematic and unclearaffairs, such as recruitment process without clear standards and the basis and ignoring theircognitive evaluation and effective ascension.In this paper, based on the reality of Chongqing, the basic human resource managementin small and medium-sized enterprises is studied. Via collecting, sorting and analyzing theliterature research, and based on Behavioral Event Interview (BEI) data, quality elements ofbasic human resource management in small and medium-sized enterprises are founded. Also,questionnaire survey and statistics analysis are applied for inspection and correction to finallybuild up quality model of basic human resource managers in small and medium-sizedenterprises, which is also researched and introduced focusing on application.Quality models of basic human resources managers in small and medium-sizedenterprises provides human resource managers the reference and basis of hiring, selecting,training, performance appraisal and career planning. It not only contributes development ofhuman resources management in small and medium-sized enterprises, but also enrichesconstruction and application of enterprise quality model in this country.
