Small and medium sized enterprises (SMEs) are the main part of Zhejiang’s economy, and play a very important role in its development. But the quality of SMEs’ products have been criticized for a long time. With the bettering up of people’s living conditions, SMEs are facing serious problems. To enable them to achieve long-term and healthy development, and to make Zhejiang’s economy continue to maintain strong growth momentum, this paper investigates into the quality management upgrading of SMEs.This Paper classifies Zhongyin (Ningbo) Battery Ltd’s suppliers into three groups-local SMEs of Zhejiang province, large enterprises of China, and international supplier, and choses typical enterprises to investigate deeply and compares differences and problems of the practices of these enterprises’quality management, then highlights some problems in quality management of Zhejiang’s SMEs, and gives some advices to upgrade quality management which are combined with the theory of Total Quality Management.The analysis shows that the main reason of low level of SMEs’quality management include:1) leaders’low consciousness to manage quality,2) the low level of the idea of quality management,3) the disorder of the quality management system,4) the existing in name only of quality regulations,5) not investigating problems systematically,6) the low level of consciousness of responsibility,7) the simple management thoughts and so on. The author think that the leaders’low consciousness to manage quality and the low level of the idea of quality management are the main and ultimate reason for the low level of quality management. Low level of consciousness and idea would make enterprises not lead every employee to conduct Total Quality Management (TQM), then the quality management system couldn not be sophisticated.The meaning of this paper is that it has revealed some serious problems in practices of quality management of Zhejiang’s SMEs, and given some valuable and practical advices about total quality upgrading, and provided references for improving the work of TQM of Zhejiang’s even national SMEs.
