As a necessary mean of survival, empolyment is very important to thesustainable development of social and improvement of life lever. For a long time,most studies of our researchers focused on how to reduce the unemployment rate andexpand employment number, however, they all ignored the other important dimensionof employment-employment quality. Employment decline in the quality is becominga common problem of all countries in the world. In September,2004, in the "2004employment of Chinese BBS",which held by the International Labour Organization(ILO) and China's labor and social security, the government firstly put forward thatimproving the quality of employment is an important goal to our country. Makingclear the mean of employment quality and how to measure it will help us to learnChina's present situation, and then put forward relevant suggestions.Employment quality is a new topic and related study is still few. Based on theexisting study, this paper argues that the employment quality include employmentenvironment, work characteristic, career development, labor relations and socialsecurity. Accordingly we construct employment quality index system. On this basis,this paper using factor analysis to measure employment quality in29provinces of ourcountry. We find that most regions' employment quality are low and there areregional differences between these provinces.In addition, by studying the relationshipbetween employment quality and other variables we find that reducing the first,second and third employment flexibility, unemployment rate and natural populationgrowth rate will help to raise the employment quality, while the total employmentelastic is proportional to the employment quality which suggests that the employmentis insufficient in quantity at present. Finally, through the micro individual research,we find that there exist gender differences,professional differences and regionaldifference in employment quality, and improving human capital stock and vocationalskills helps to raise the quality of employment.
