Research On The Integration Of Urban And Rural Basic Medical Insurance In Anhui Province

After decades of development, China’s social security system from the establishment to today’s model, has made substantial progress. However, China also has a rapid socio-economic development, the requirements for health insurance can not compared to the requirements of decades ago or even ten years ago. Medicare insurance must evolve to keep up with the pace of economic and social development, so as to promote the harmonious development of society and economy. But the long-standing urban-rural split of social health insurance system has limited the pace of development of the market economy, and the unification of the social security system needs and contrary to the requirements of fairness. Medicare and Social health insurance split further expand urban-rural gap, not only directly affects people’s lives and health, but also affects the sustainable economic and social development. So eliminate the urban-rural dual structure of the social security system, to achieve integrated development of urban and rural basic medical insurance is in a hurry. The government has attached great importance to the integration of urban and rural basic health insurance, especially China has basically achieved the basic medical insurance full coverage, the integration of urban and rural basic medical insurance has been put on the agenda. Even some provinces have begun the integration of basic medical insurance pilot.In this paper, the party congress spirit of improving people’s livelihood as the guiding thought for the study of urban and rural development in Anhui Province. Integration of urban and rural basic medical insurance in Anhui Province as the research objectives, summarize statement of the similarities and differences between basic medical insurance for urban and rural areas in Anhui Province, calculates the funding criteria requires government and residents to collect, in order to demonstrate possibility of the integration of urban and rural basic medical insurance in Anhui province. I think that currently it is not suitable for overall co-ordination Anhui medical insurance system, but can co-ordinates the urban residents and the new rural cooperative medical insurance first, and proposed the implementation and policy recommendations of the integration.
