Whole Life-cycle Management In The Design Of Power Transmission Project

Along with the unceasing development of science and technology, electric power industry has been far beyond the speed of people's imagination. Design and construction of the power transmission project influence the assets of the electric enterprises directly. Currently, China's design and construction of power transmission project only analysis and comparison the cost of construction period, the management mode for power engineering cost roughly consider the stage of operation and maintenance after the completion, which resulted in a large of heavy repair and technology reconstructing for the electric equipments within their life circle. Based on analyses the general trend and Successful experience of cost management both abroad and domestic, This paper analyses and appraised the shortage and defects of cost management of current power transmission project in our country, and by means of entire life cycle, the application of the life-cycle cost management is introduced to power transmission project cost management in our country.The life-cycle cost management as a science,advanced and comprehensive management pattern, the general idea of this theory is under the assets is safe and enough to meet demands, overall planning and management all stages of project life cycle, and making the life-cycle cost lowest. The paper firstly sums up the feature, definition and method of life-cycle cost management; secondly, analyses the situation of cost management in the power transmission project, in view of the present situation and the development request of the power transmission project, this paper introduces the Life-cycle management concept, which construct the transmission project life-cycle management system. Secondly, comparing the calculation methods of the life-cycle cost and considering of the costs of the power transmission project, it makes the calculation model of the life-cycle cost which is suitable for the power transmission project, and we conduct an empirical analysis, which is significance to take full life-cycle management theory in design and construction of the power transmission project.
