The power transformation engineering investment cost inclde all the costs in the whole life-cycle time from the power substation equipment plan, the purchase, the use until discards.This article applies the whole life-cycle cost theory in the research of the power transformation engineering, which realized scientific, rational, objective and comprehensive evaluation for the power transformation engineering. First, we explaine the substation construction method commonly used in investment decision, and summarize the problems in the power transformation engineering investment decision. Secondly, we analyzed the whole life-cycle relevant theory, and find an effective way that we use whole life-cycle cost theory in the decision stage to resolve the issues. We establish a power transformation engineering investment decision-making model based on LCC theory after the analysis of the calculation of the life-cycle cost, and analyze the sensitivity factors. Finally, we cited a power transformation engineering instance to prove that the model can analyze the costs from different options, and reflect the differences.
