Research On Corporation Environmental Responsibility And Evaluation Index In Changsha City Under The Background Of "Low-carbon Economy"

Under the international background of "low-carbon economy ", the environmenta-1problems and resource problems have been constantly known and accepted. As the main body of economic operation, the enterprise, undoubtedly, undertake the responsi bility on environment protection and resources conservation, due to resources over-ex ploiting and environment pollution in the process of production. Because of the traditi onal extensive economic growth style and end-treatment way of "after pollution, man agement afterwards ", corporations are inadequate in the performance of the environm ental responsibility, most of them still stay on actively undertaking legal aspect or pas sively undertaking the environmental responsibility. Therefore, establishing an enviro nmental responsibility evaluation system is extremely vital in fulfillment evaluation a nd practice supervision of environmental responsibility by the corporation.This paper first introduces the theoretical basis on corporation environmental responsibility evaluation under the background of Low-carbon economy. And then, b ased on the combination with the environmental responsibility and evaluation index re sults of domestic and overseas corporations, we, creatively, establish a set of environ mental responsibility evaluation index system, and determine the weight of each index by Analytic hierarchy process and expert scoring method. Through this system, after a questionnaire survey, we learned about the environmental responsibility fulfillment and did empirical analysis on the data among corporations in Changsha city. We concl uded that the environmental responsibility fulfillment in Changsha city is related with the following three factors such as the stage of corporation growth, and whether is a li sted company or export company or not, and irrelevant to the industry, enterprise scal e and ownership. Finally, from the perspective of low carbon economy, we put forwar d suggestions from government corporation and public supervision aspect for corporation corporation environmental responsibility in Changsha city.
