Research On Environment Responsibility Cost Management Level Evaluation And Its Implementation Strategy Of The Iron And Steel Industry In Hebei Under Low Carbon Economy

In recent years, the haze weather is fierce. The environment problem is increasingly becoming the focus of the whole nation. With the idea "promoting the building of ecological civilization" put forward on the eighteenth national Congress, pursuing "low carbon economy" becoming urgent. And for a long time, steel industry is an important support of economic development in Hebei province, and it plays an important role in Hebei province. However, the steel industry is a industry with high pollution, high emissions and energy-intensive, which brings the serious environment problems to Hebei province. Therefore, Hebei iron and steel industry should enlarge the investment of environmental responsibility cost, though this will bring the pressure of rising input costs and falling profits. However, this is the only road for iron and steel industry to coordinate the contradiction between economy and environment. Therefore, the research on relevant issues can not only enrich and perfect the theory of environment responsibility cost, but also provides advice and guidance to the management of environment responsibility cost in the iron and steel industry of Hebei province. Thus the environmental responsibility cost management of the steel industry in Hebei province can be improved.Under the background of low carbon economy, firstly, the article states the relevant theory of low carbon economy and environment responsibility cost management; then,the advantages, disadvantages, opportunities and threats are pointed through the SWOT analysis method on the basis of the present situation on iron and steel industry of Hebei province; By analyzing the present situation environmental of responsibility cost management to find the problems of steel industry in Hebei province environment responsibility cost management. Secondly, by using AHP method to build the level evaluation index system of the iron and steel industry in Hebei province environmental responsibility cost management, and evaluate it.Lastly, according to the evaluating results strategies to strengthen the steel industry in Hebei province under the low carbon economy environment responsibility cost management would be proposed.
