According to the plan of China's Ministry of transportation, at the end of the "Twelfth Five-Year Plan", the total mileage of expressway will break100000km. The nation encourages enterprise management of operation and market investment of expressway, and supports expressway construction Favoured policy, reforms the expressway financing and investment system, determines policy of building roads by lending, returning loan by collecting fees and collecting surcharge of vehicle purchase.The wide application of computer technology in expressway toll management greatly improves the work efficiency of expressway toll. In order to further improve the efficiency of work and quality of service, the provinces have begun to gradually implement networking toll. Network in our country charges later development, and the technology and management of it are not mature. The expressway management units suffer huge economic losses because of the frequently occurred of variously financial cheating. At the same time, issues in design specifications and standards of networking toll have gradually emerged, influencing the normal work of networking toll.This thesis firstly introduces the running mode expressway networking toll, lists the structure of management system, and expounds the principles of networked toll collection management under "unified collect, system account"; researches on semi manual toll collection (MTC) and automatic electronic toll collection (ETC) system and the work flow of expressway, and comparatively analysis the influence of charging models according to vehicle type and weight to toll rates. Then, combining with development course of CHUTIAN expressway, this thesis introduces cash to pay management fees and stored-value card charging management in MTC system of management unit of CHUTIAN expressway, as well as charging modes according to vehicle type and weight; Aimed at the way of the CHUTIAN highway networking toll collection management, analysis the problems in management, such as different causes of financial problems, dispute in toll distribution, and its manifestations. Finally, according to these problems proposes improvement suggestions including hardware system, software system, the quality of personnel and accounting model.This thesie analysis the toll management problems of CHUTIAN expressway unit accordng to its specific development and management cases, and put forward suggestions for improvement. It is of great significance in improving management level and reducing economic losses. At the same time, it provides methodes for other management units of expressway to draw lessons from. |
