Research On Government Procurement Management Mechanism Of Administrative Institutions

Government procurement is an important system to administrate government expenditure.Since the "Government Procurement Law" was introduced on2002.6.29, government procurement activities in our country are more and more normative and scientific, which has greatly improved the efficiency of fiscal fund and adjusted economic structure.Ministry of finance formulated and promulgated "government procurement main points in2012",which proposed the following requirements, including deepening the reform of government procurement system, broadening the implementation scope of government procurement, speeding up the reform and innovation, perfecting regulations and policies, strengthening scientific management. As the purchaser of government procurement activities, administrative institutions is the entity of formulating specific procurement budget and implementing procurement activities, which decides the quality of whole procurement activities. Through nearly10years implementation and development, government procurement of administrative institutions has obtained certain achievement, the connotation and scale is expanding continuously. However, many problems came up, for example, part of administrative institutions don't understand enough and don't take it seriously, internal supervision mechanism of administrative institutions is not sound, procurement budget are lack of restrainment, the specific operation procedure is not normative. In order to settle down these problems, we should research in a micro way, regulate government procurement activities of administrative institutions, putting the national macro requirements into effect.This thesis focused on the government procurement management mechanism of administrative institutions. Firstly, using normative analysis method, it illuminated the concept and characteristic of government procurement from fundamental theory, and then analyzed and concluded the definition and composition of government procurement management mechanism of administrative institutions. Secondly, based on investigation, it analyzed the status quo about government procurement management mechanism of administrative institutions, and then summarized the problems about management mechanism. Thirdly, according to the composition and problems of management mechanism in administrative institutions, it put forwards the countermeasures to perfect the government procurement management mechanism of administrative institutions, including perfecting institution system of government procurement, setting up the three-dimensional model for organization decision and designing the detailed decision-making evaluation index system, regulating the government procurement operation process, constructing electronical management framework initially, proposing supervision and control measures based on the government procurement risk map of administrative institutions, perfecting the government procurement evaluation system. Finally, took A administration of navigational affairs as example, this thesis putting the research into practice, proposed the appropriate coutermeasure for government procurement management of A administration of navigational affairs.
