Researching Of Institutions To Perfect Government Procurement

Under the condition of market economy,government procurement is an important means of allocations of social resources also is the core work of administrative unit purchasing. It directly affects the quality of administrative institution’s work and achievement of the completion and implementation. Through the research, we can understand that government procurement can not only improve the efficiency in the use of funds, to ensure the quality of the purchase of equipment of the administrative institutions, but also has a positive practical significance to prevent unwholesome tendencies of government procurement in the administrative institutions.This paper will have a new exploration on the implementation of the government procurement of administrative institutions, taking the public product, public management, government intervention and public financial theory as the basis, using literature research, comparative analysis, investigation analysis. From the operational practice, the government procurement of administrative institutions is still at the exploratory research stage, this paper will have a concrete analysis on the necessity of the implementation of the government procurement of administrative institutions, starting with the research of carrying out government procurement. This paper will lead us to think about government procurement management system in administrative institutions through the present situation, causes of problems on the management system of the government administrative institutions in procurement practice and some confusion faced in construction of a series of problems such as the supervision system is not standard, procurement mechanism set up confusion, business was not standard, the budget is not fine, lack of talent. In this paper, based on the current procurement system in China, analysis on our country’s administrative institutions, put forward some constructive countermeasures and suggestions such as sound system, unified procurement agencies, strengthened budget management, standard procurement, strengthened construction of talent team, and other favorable measures. Therefore, correct understanding of government procurement in the problems existing in the administrative institution, how to build the efficient government procurement management, is a very meaningful topic, also is a more pressing issue.
