Research On Literature Center Of Government Procurement Problem

Government procurement as a kind of economic behavior, government departments to participate in an important way and means of allocation of social resources, administrative service units as well as an important economic activities and management work, it of the administrative units of work has a great influence. Government procurement can not only improve the efficiency of the administrative institutions purchasing, procurement cost savings, but also can avoid the abuse of power, corruption happens, has very important practical significance.China Geological Survey Bureau Science Documentation Centre(hereinafter referred to as the literature center) is belong to the China Geological Survey Bureau of public welfare institutions, With the center of the literature, for example, in real work, assets management link in the presence of efficiency is low, the idle assets more has become an indisputable fact, common problems and the existence of which is most of the administrative institutions; in government procurement in the existing system is not perfect, randomness, no budget, the government procurement, government procurement budget problems are urgently to be solved at present. In order to make the operation of the central government procurement documents has stronger, purchasing more standardized, this paper selects the literature center as an example, to explore the administrative institutions of government procurement. First collected domestic and foreign government procurement related studies in the literature and data, adopt the method of literature review and theoretical research method, on the theory and function of the government procurement were in-depth analysis, and then demonstrates the administrative institutions of government procurement of the importance and necessity. Then by means of empirical research methods, choose learn literature government procurement center as the research object, on the unit to carry out government procurement work conditions were analyzed, respectively from the procurement process, in accordance with the law, fixed assets management level, purchase price, purchase channel working through combing the literature center in the process of government procurement existing main problems, and to explore the causes of these problems, such as obvious defects and shortcomings existed in the government procurement system; government electronic procurement information system online short time; practitioners professional quality is too low. Finally, respectively from six aspects of optimization management of government procurement approval process, strengthens the government procurement supervision and restraint, to establish a scientific fixed assets purchasing process, improve the purchasing business information transparency, strengthen government procurement policy publicity and learning and to improve the professional level of procurement personnel etc. with the improvement countermeasures and suggestions on the literature of the central government procurement.The conclusion of this paper is of practical significance and reference value for the improvement of government procurement management, and it has some reference value for the government procurement management of other public institutions.
