The Choice Of Wuhan City Rail Transit Financing Mode

Since the reform and opening up, China's rapid economic development, the city in the process to accelerate, city population increases quickly, traffic congestion, environmental pollution problems have become increasingly prominent. In order to solve the city track traffic congestion and other problems, the development of city rail traffic has become the inevitable choice. City track traffic high cost, long recovery period, profit to determine the characteristics of city rail transit countries generally face the shortage of funds and operating loss in two big difficult problems, in the city track traffic construction peak of our country facing the same problems. So the study for how to widen financing channel, seek diversified financing modes and choose the reasonable city orbit traffic to cast financing mode, so as to solve the two problems, it has important practical and theoretical significance.This paper introduces the concept and characteristics of city track traffic system on the basis of economics, to the public product theory as the basic theory, from the city track traffic economic characteris, operation characteristics and financing characteristics, analyzes several typical city orbit traffic financing mode, introduces several new financing models:BOT, BT, PPP financing mode, and analyzes their characteristics as well as in the domestic city orbit traffic in the application and the problem that face, think PPP mode is a response to current social enrironment and economic environment the development trend of the financing mode. Although the city track transportation financing pattern has a variety of exploration, but for a variety of model did not have a comprehensive evaluation system. Considering the characteristics of city track traffic is established on the basis of traffic of orbit of our country city financing model of comprehensive evaluation index system, and try to use hierarchical fuzzy evaluation method to establish evaluation model, to traffic of orbit of our country city and provide theoretical basis for selection of finacing models.Finally, according to the speciffic situation in Wuhan, in the part of case analysis, in Wuhan city orbit traffic line6the backgroud, designed three kids of financing mode, and based on the estaplishment of traffic of orbit of our country city finance evaluation index system and the evaluation model on the three kinds of financing models were evaluated separately, and calculates the respective composite scores, obtained the optimnm scheme, finally the actual situation of Wuhan city rail traffic construction and puts forward some constructive suggestions.
