Study On Entrepreneurship Public Policy Promoting Medium-sized And Small Enterprises Developing

Over the 30 years reform and opening up, China's medium-sized and small enterprises have become an important part of our national economy and play a decisive role in our economic development. Even though, there still exist some problems, such as the shortcoming of innovation ability, financial difficulties, and the difficulties in policy implementation issues, thus making them do not make any corresponding contribution to the development of our science and technology, job problems, and promoting economic structural adjustment. Seeing from the companies'life cycles, entrepreneurship process and the actual problems of medium-sized and small enterprises, entrepreneurship public-policy plays a vital role in the development of the SMES. Meanwhile, at the background of global economic depression, each nation has started to adjust the relationship between the governments and the market. Under the major adjustment, the governments'attitudes towards the SMES have changed from supporting its development to paying attention to make policies stimulating the incidence of entrepreneurial behavior.This paper taking the entrepreneurship public-policy as the research object, from the policy science view, does some research about the concept of the public policy. Basing on the correlation theory, this paper put forward the frame of entrepreneurship public policy. Combining the practice of public policy initiatives, it does some analysis and assessment about our entrepreneurship policies. Based on the analysis and assessment, it proposes some improvement program of the entrepreneurship public policy to promote the development of our countries'SMES.The paper mainly contains these aspects below:Firstly,State the background of the problems ,the main research content and its significance, present the innovation of the research, and it also analyses the relevant research results domestic and foreign.Secondly,Research about the concept of the entrepreneurship public policy. Based on the relevant theory about politics science, the essay does some research about the concept of entrepreneurship public policy. And it also raises the difference among the entrepreneurship public policy, the SMES Policy and government policy from the frame of GEM. And based on this research it raises the concept of entrepreneurship public policy.Thirdly,The structure of the theory about the entrepreneurship public policy. The paper draws on the frame of the entrepreneurship public policy theory raised by Lundstrom and Stevenson in 2005. From the promotion of Entrepreneurship, the education of Entrepreneurship, the environment for start-ups, start-up and seed capital financing, business support measures for start-up, the target group strategies, it analyses the system and content of the entrepreneurship public policy. And it also studies and summarizes each different political goals and political tools.Fourthly,The entrepreneurship situation in china and the evaluation of entrepreneurship public policy.
