"Hunger breeds discontent, to food security for the first". Food safety is related to people's health, life safety, as well as the government and the country's economic development, social stability and identity. Local primary supervision departments play an important role in reinforces the supervision of food safety. The Quality and Technical Supervision Department (in Fufeng county, Baoji city) have a bounden duty to regulate food production and processing enterprises. This paper took food production safety situation of Fufeng County as the background, discussed the primary model of the current regulatory practices and insufficient action and drew lessons from domestic as well as overseas experiences in supervision to establish a scientific and perfect food safety supervision system, by this way it explored effective solution to the current problems and reversed the severe situation of food safety. Furthermore the paper will provide certain references to the local primary quality supervision departments.Through the investigation of quantitative distribution of food enterprises and small workshops as well as a lot of literatures and government documents, this paper concluded the following results.(1)By system engineering theory and survey methods, we discovered the current situation food enterprises and small workshops in Fufeng county. The number of large and medium-sized enterprises is small, but there are a large number of small enterprises and workshops. The quality of the employees in food industry is generally low. Detection means are not perfect and only a minority of enterprises is equipped with the qualified product inspection. Food quality management system is not perfect. Food production and processing level is not high, especially small businesses. Not only production conditions are simple, but also the security risks are obvious. The present supervise of local government in the food safety has some deficiencies that problems are found relatively late and solving problems with temporary solution.(2) Combining with the present situation of the food industry and supervision patterns in recent years, we put forward implement quality and safety as the main body of enterprise's responsibility. We should strengthen enterprise self-discipline, deepen the daily supervision, establish the food safety warning mechanism, and strengthen the sector and the media coordination and supervision mode with many factors.(3) This article focused on the present problems existed in the local primary supervision departments and put forward effective solutions to solve the problems and the direction of the development in the future. The problems due to the insufficient of food regulators, the shortage of funds, and serious local protectionism. Therefore the realistic and effective measures are taken to strengthen the food regulatory team construction, build linkage of regulatory networks, ensure a clear regulatory object, and enrich the regulatory resources. From now on, large enterprises will be listed as the focus of regulation. The government also issued a series of measures to crack down on the illegal production and operation of food workshops. The use of non-food raw materials and the abuse of additives behavior will be strictly prohibited. Food production and basic sanitary conditions are essential to guarantee food safety.
